About the project

The West End neighbourhood park at 4452 Duke Street includes a basketball court, playground and former public pool site. The current city-supported scope prioritises moving and modernising the playground, parkour fitness infrastructure, ADA accessibility and stormwater improvements. Other community ideas, including new courts and walking routes, are not automatically funded or approved construction. The city received a Land and Water Conservation Fund grant that can match up to $2 million of construction costs; a separate municipal capital programme supports design and works. City consultant design is in progress, with the final elements and phasing being reassessed against funds.

What happens next

City project plan identifies construction procurement in October–December 2026 and construction potentially January–June 2027, but as of 7 November the November 90% design set is not reported as completed and no building mobilisation is confirmed.

What remains uncertain

The city project portal's November 2026 status was reviewed on 7 November. The grant is a matching ceiling, not a $2m contract payment; prior small park enhancements in 2019–2021 are historical context, not proof the current rebuilding phase has finished. Construction has not been shown to start.
